Our government has spent large sums of funds in establishing foreign relations. By rendering economic assistance to other nations, it solicited their diplomatic relations with Taiwan. This seemed like bribery; it was mocked as "money diplomacy" or "idiotic diplomacy". Taiwan's ignominy has been known throughout the world, such as piracy, counterfeit products, killing of tigers and rhinoceros etc. This poor reputation has cost Taiwan its ability to elevate it's position within the international community.

Today, the Vietnamese refugees in Hong Kong are being treated inhumanely; their difficult life or being without funds for living, and having no country that will take them in. Under this situation, if the Taiwan government declared to accept the Vietnamese refugees, the world would be shocked and Taiwan's prestige and status in the international arena would be greatly boosted. Besides, there are other benefits as listed below:

1. The Vietnamese refugees are the best foreign labour force. The refugees when given a new life will be very grateful. Compared to the foreign labourer who came to Taiwan purely for "personal benefit", the refugees would work harder and contribute more to the society.
2. The Vietnamese refugees can be the pioneer workers in the relocation of business properties to foreign countries. Taiwan has about ten billion U.S. dollars invested in the Asian Pacific region, and it has contracts with thirty one countries on technology cooperation. Most of the refugees speak foreign languages, they work hard, and many of them are professionals. They will serve well as pioneer workers for the companies relocating their business' abroad.
3. Accepting the Vietnamese refugees is the best way to gain acceptance into the United Nations. The Vietnamese refugee issue is a problem which has caused the most headache for the United Nations and so far still has no resolution yet. If Taiwan accepts the refugees, it means that it will have solved the toughest problem for and relieved the responsibility from the United Nations. Therefore, when Taiwan applies to enter the United Nations, it definitely will receive support and help from more of the member nations members.

   Our government would only need to approve the acceptance of the Vietnamese refugees. All other matters such as economic support, job training, emotional counselling...etc. Will be taken care of by The International Supreme Master Ching Hai Meditation Associations.

   Taiwan will receive the most benefit and reward by accepting the Vietnamese refugees!

   Today, if you were the ones being locked up and suffering in the refugee camp, wouldn't you long for someone to rescue you? The refugees were being intentionally disgraced as riotous and have received much unfair treatment. But they have nowhere to present their grievances and to call for help. Saving a life is worth a million good deeds. The refugees are now at the end of the rope. They are prepared to die at any moment to resist forced repatriation. We implore all of you the honourable and compassionate people to please help them voice their grievances.
