For opposition to using violent means to force repatriation of Au Lac Refugees, the International Supreme Master Ching Hai Meditation Associations had initiated the Loving Signatory on aiding the refugees activities. This had been earnestly and eagerly spread out and extended to the world at large. This activity had been continued for a week since 2nd of May 1994 in Formosa, at various crowded locations throughout the whole province such as places of tourist attraction, schools, traffic/bus terminals, market places, emporiums, shopping centers, streets and lanes. At all these locations could be seen the outstanding slogans and white coloured banners handed done by the disciples of the Supreme Master Ching Hai, requesting the road pedestrians for loving signatures, "Salvation of many with one signature". The responses were tremendous and warm. On 8th May 1994, they had broken a record of one million signatures. Various categories and levels including knowledgeable personnel, housewives, working class, workers, students, etc. were all very supportive and warm. From the grey haired elderly to the young kids, all were very supportive. Members of the Parliament, Mayors of Taipei and Kaoshiung also arrived to sign their names. The loving kindness of the Formosa people at large is very encouraging and stimulating. It is a re-appearance, prevalent and noticeable of the loving kindness and compassion of the Chinese people, and the courteous and virtuous big nation of the past. This activity was not just only to salvage and help the lives |
of Au Lac Refugees, but to awaken the conscienceless of the people of the
world at large, who had been asleep for an unknown length of time,
and to develop the love which is already inherited within
everybody. Formosa has always been self-sufficient, wealthy and
pleasurable, but it is still full of love. This is in fact a very
remarkable island of treasure deserving of such a great merit. It
is anticipated that the appeal of the people at large will be a
prime moving power that cannot be ignored.
On 29th April 1994, the International Supreme Master Ching Hai Meditation Associations' peaceful sit-in in front of the Legislative House, appealing for the Au Lac Refugees, had caused concern from various parties. About thirty Legislators that same day officially submitted request to the Head of the Executive House, Mr Lien Zhan, an appeal to the Government to issue an official request to the Hong Kong Government asking them not to use violence to forcibly repatriate the Au Lac Refugees; based on the grounds of humanitarianism they should look for the best solution to settle the refugees problems. Furthermore, among the refugees are also many Chinese descendants. How could the kind and virtuous reputation of the Chinese people just ignore and not doing anything? We wish that the compassionate Government, would take the lead to open its doors, extending a helping hand and receive the Au Lac Refugees! [Telephone report, Hong Kong-Los Angeles by our reporter Allen Wang] The Supreme Master Ching Hai went all the way from Los Angeles to Hong Kong to support the Au Lac refugees detained there, and to protest against the Hong Kong Government's forced repatriation. She has acquired the sympathetic signatures of a hundred thousand Hong Kong residents. On April 30 evening, our reporter succeeded in contacting the Supreme Master Ching Hai in Hong Kong. On the telephone, She told us the refugees in the Whitehead and Man Yee refugee camps have accepted Her advice, and would drop the self-incineration and other suicidal actions for the time being, awaiting new decisions from the Hong Kong Government. She said that the Hong Kong Government has also bent to the powerful public opinion, and suspended the repatriation operation. Nonetheless, the Government declared that suspending the repatriation doesn't mean cancelling the operation. At appropriate times, the refugees would be repatriated back to Au Lac in groups. All of them must go by the end of next year. After the Supreme Master Ching Hai arrived in Hong Kong on April 26, fellow practitioners of the International Supreme Master Ching Hai Meditation Associations from all countries gathered outside the Whitehead refugee camp on April 27 holding a peaceful sit-in demonstration. The number of participants was about two thousand five hundred to three thousand. On April 28, She and Her disciples went to the Government offices to demonstrate, and again on the April 29 outside the refugee camp. Early morning on April 30, they gathered at the Tsimshatsui ferry pier, and then split into many groups launching a signature supporting campaign at the MTR stations, parks and on the busy streets. At noon on May 1, Hong Kong time, in one and a half days, a hundred thousand resident signatures had been collected. |
Fellows of the Association from over twenty countries lobbied for signatures in different languages. Master Ching Hai said that the campaign will continue. In the mean time, their fellow practitioners in Taiwan have gathered signatures from hundred thousands people. She has delivered these signatures to the relevant authorises in the Hong Kong Government. At the same time, two thousand refugees paraded inside the Whitehead Refugee Camp. The same action taken by one thousand five hundred refugees in the Man Yee Camp. The Correctional Services Department officers in the camps were extremely anxious. Emergency troops were standing by. The Supreme Master Ching Hai and Her fellows asked to enter the camps to visit the refugees but were refused by the Correctional Services Department. The Master said that She would keep on applying to the Correctional Services Department to enter the camps, so that She could talk to and sooth the refugees. There was news from the refugee camps that they will struggle to the last minute, but would not easily resort to riots. The Supreme Master Ching Hai is holding close negotiations with some third countries, but She doesn't want to name these countries now to avoid complications. Should any country be willing to accept the refugees, the Supreme Master Ching Hai will compensate them properly, and train the refugees with vocational skills. Hong Kong is a city whose prosperity is affected by the high concentration of political and economic refugees. Now it faces another important shift of power and political system. At such a critical moment of cause & effect, should we still ignore the distressful situation of the Au Lac refugees, allow the Government and the United Nations to oppress the refugees in secrecy, forcing them all to go back within a time limit, creating tremendous harm both emotionally and rationally. The consequences are even worse under the law of retribution. Previously, the authorities often used the pretext of "capable of inducing another refugee rush" to reject more rational solutions to the refugee issue, and refused outside aids. Using the refugees' years of sufferings as a preventive measure, to the deter refugees from coming is a great conception and technically a mistake in the law of humanity and the free world. Today, the United States has lifted the embargo on Au Lac. Foreign investment are increasing rapidly. At least, there won't be another rush of economic refugees. Why do we have to pick this moment of imminent successful conclusion to accelerate the forced repatriation, involving white terror and oppression? (( For more than a decade, the United Nations owes us a large sum. The fees sustaining the refugees were all burdened by the tax money from the Hong Kong citizens. The amount is tremendous. Why, and who would, at this turning point, waste the billions dollars from our citizens in exchange for a notorious result? And, use all our efforts and merits contributed to earn a bad reputation both in world opinion and in reality.)) The Hong Kong citizens who contributed their life for the city's prosperity. At their late years are migrating as economic emigrants in this decade, at the rate of tens of thousands per year to other places, there could be drastic increases in the next few |
years even. They are situated in the multi-ethnics international
melting pot. We sincerely entreat the high officials and
chancellors, while enjoying their inherited rich benefits, would
refrain from putting on an international shameful play in their
motherland. So that the emigrants could maintain some dignity and
struggling force in their faraway and temporary shelter. So that
when their (very possibly yours) children, when facing problems,
could bravely and righteously claim -- we once well treated our
guests in disaster.
Besides the existing sufferings of the Au Lac refugees, we are also concerned and worried about the bad consequences that the Hong Kong citizens have to bear! What we ask is only "please do it a little bit later", suspend the forced repatriation temporarily, and wait for the results of the actions. That depends on opening the refugee camps to the concerned groups to conduct proper education and aids to the people in the camp. From now on, let the public opinion and the councillors decide openly, thus avoid unjustified bureaucracy. Please use your human conscience, listen to the weeping in the camps. They risked their lives coming here for asylum. They shouldn't be detained in the camps like animals, living in terror under anarchic conditions. In any circumstances, should they died of hunger strike or self-incineration as they declared? Hong Kong would be dropped into an irrecoverable and unforgivable position. For several days commencing April 28, a signature campaign is launched on the Island side, Kowloon and in the New Territories, demanding the immediate suspension of forced repatriation of the Au Lac refugees and boat people. We ask you to sign supporting this action, based on your compassion, for yourself, for Hong Kong, earn some merits, and do something for the well-being of the Au Lac refugees. |
